Yelchenko Y.N. - In 1980-1987 he was the first secretary of the Kyiv City Committee of the Communist Party of Ukraine.
In 1987-1990 he was secretary of the Central Committee of the Communist Party of Ukraine.
The jug was presented in 1985 (as evidenced by the dedicatory inscription) to Alexander Mikhailovich Lopukhov in honor of his 60th birthday.

He was awarded Certificates of Merit of the Presidium of the Supreme Soviet of the Ukrainian SSR (1985) and the Kazakh SSR (1966).
