The Ukrainian Supreme Liberation Council (UHVR) is the body of political leadership of the Ukrainian liberation movement, which declared itself "the supreme body of the Ukrainian people in its revolutionary liberation struggle", formed in Ukraine at the end of World War II on the initiative of the UPA and the OUN-B. The goal of the organizers was to create a broader socio-political base for the struggle of the armed underground against the Germans and the Bolsheviks and to attract personnel from outside the OUN, although the latter remained the organizational and ideological base of the UHVR.
