У вересні 1923 року Токіо перетворився на пекло на землі. Менш ніж за три дні землетрус магнітудою приблизно 7,9 бала та подальші пожежі перетворили майже половину столиці Японії на почорнілу, заповнену руїнами та трупами пустку.
Людська трагедія, в якій загинуло понад 120 000 людей, а 2 мільйони залишилися без даху над головою, за масштабами була економічна вартість завданої шкоди: вона приблизно в чотири рази перевищила національний бюджет Японії 1923 року.
